Official trick or treating hours in Indianapolis are 6 - 8 pm according to the IMPD.

Here are some additional tips from IMPD for children & their parents:
Parents should accompany children and keep then within sight of the front doors.
Only visit homes that are well lit.
Do not approach any vehicles - occupied or not - unless you know the owner, and then parents should stay within close proximity.
Parents should be familiar with every house from which kids receive treats.
Never enter any home without their parent.
Children should carry a glow stick or flash light and wear reflective clothing.
Parents should inspect all treats and report anything that appears to have been tampered with to the police.
Any suspicious incidents should be reported to the police.
Children should be instructed to scream and make a scene if anyone tries to grab them or force them into a home or vehicle.
Children should be cautioned to run away if someone tries to lure them with treats.


Homeowners inviting trick or treaters should keep lights on - especially porch lights.
Ensure that any steps are cleared of debris and leaves, and well lit.
After 8 pm do what you normally would in terms of calling 911 if someone approaches your home and you feel unsafe. You may wish to turn off your porch lights after 8 pm if you want to discourage trick or treaters.
